Tokyo International Symposium on Local Renewable Energy & Climate Policy 2009

Mission

Nowadays, it is common knowledge that we have to stop global warming. In order to promote renewable energy and reduce greenhouse-gas emissions, many local governments are introducing innovative policies and actions. By featuring these officials and experts from Japan and from cities around the world, we will hold an international symposium, titled "Tokyo International Symposium on Local Renewable Energy & Climate Policy 2009". The result of the symposium will be brought to the Copenhagen Climate Summit for Mayors in December 2009 as part of COP-15. We hope the symposium will result in greater understanding by both Japanese and international participants of innovative local climate policy approaches.

Institute for Sustainable Energy Policies (ISEP) is an independent, non-profit research organization, founded in 2000 by energy experts and climate change campaigners. Through our work we aim to provide resources and services to realize sustainable energy policies. Main areas of our activities include promotion of renewable energy, improvement of energy efficiency, and restructuring energy market. We engage ourselves in a wide range of programs and activities by providing policy recommendations with regard to renewable energy and energy efficiency to the Japanese government, guidance and advice to local municipalities, conducting events such as international conference and symposium. We also closely liase with many organizations in Europe, the United States and Asia to promote exchange/introduce updated information on sustainable energy policies. In addition, we have implemented community winds and solar power projects through Citizens' Fund and Green Energy Com which is our relevant body for project implementation.

Renewable Energy Policy Network for the 21st Century(REN21)

REN21 is a global policy network that provides a forum for international leadership on renewable energy. Its goal is to bolster policy development for the rapid expansion of renewable energies in developing and industrialised economies. Open to a wide variety of dedicated stakeholders, REN21 connects governments, international institutions, non-governmental organisations, industry associations, and other partnerships and initiatives. Linking the energy, development and environment sectors, REN21 strengthens the influence of the unique renewable energy community that came together at the "renewables 2004" conference in Bonn. REN21 is the network in which ideas are shared and action is encouraged to promote renewable energy worldwide.

The C40 Large Cities Climate Leadership Group(C40)

The C40 Large Cities Climate Leadership Group comprises 40 of the largest cities in the five continents of the world. It was advocated by the Mayor of London and established in 2005 to create a network of the world's large cities dedicated to working together to reduce greenhouse gas emissions. The Tokyo Metropolitan Government became a member of this network in December 2006, with the aim to learn from the best practices of the world's cities in reducing emissions and use this knowledge for the formulation of metropolitan policies, as well as to promote Tokyo's pioneering climate change measures and technologies to the cities of the world.

Promotion Council of the Low Carbon Cities(PCLCC)

Promotion Council of the Low Carbon Cities(PCLCC) was organized in December 2008, which consists of sub-national governments, ministries, etc., with the purpose of developing of the superior approaches of EMCs among whole Japan and of disseminating information abroad, in cooperate with the foreign cities which are also taking action for the Low Carbon Society. The present chairperson is Mr. Kenji Kitahashi, the Mayor of Kitakyusyu city.

International Renewable Energy Agency(IRENA)

The International Renewable Energy Agency (IRENA) was officially established in Bonn on 26 January 2009. To date, 136 States signed the Statute of the Agency. Mandated by these governments worldwide, IRENA aspires to become the main driving force for promoting a rapid transition towards the widespread and sustainable use of renewable energy on a global scale. Acting as the global voice for renewable energies, IRENA envisages providing practical advice and support for both industrialised and developing countries, thereby helping to improve frameworks and build capacity.

EU Covenant of Mayors

The European Union (EU) is leading the global fight against climate change, and has made it a top priority. Its ambitious targets are spelt out in the EU Climate Action and Renewable Energy Package , which commits Member States to curb their CO2 emissions by at least 20% by 2020. Signatories of the Covenant of Mayors contribute to these policy objectives through a formal commitment to go beyond this target through the implementation of their Sustainable Energy Action Plan.
