Kawasaki City's Global Warming Countermeasure Area Promotion Plan

Kawasaki City's Global Warming Countermeasure Area Promotion Plan, established in March 2005, sets a target of reducing greenhouse gas emissions by six percent by 2010, compared to 1990 levels, and spells out concrete action plans of citizens, businesses, schools, local authorities, etc.

Local Ordinance for Countermeasures against Global Warming (tentative title) in the Process of Formulation

Kawasaki City invited public comments on its ordinance in the process of formulation, tentatively named "Local Ordinance for Countermeasures against Global Warming," between July 1 and 31, 2009. The basic concept of the ordinance is to provide rules of city-wide global warming measures from the long-term perspectives, on the basis of the city's regional characteristics.

Climate Change Strategy

Carbon Challenge Kawasaki Eco-strategy (CC Kawasaki)

Kawasaki City established the Carbon Challenge Kawasaki Eco-strategy (CC Kawasaki) in February 2008. Under the strategy, with a view to achieving the balance and the virtuous circle between the environment and the economy, and consequently to realizing a sustainable society on a global scale, the city is working on three pillars:

1. Promotion of environmental measures based on the city's characteristics and strengths,
2. Enhancement of international contributions, using environmental technologies in Japan, and
3. Acceleration of carbon dioxide (CO2) emission reduction, through a joint effort of citizens, businesses, local authorities, and others.


To strengthen its environmental measures and reduce CO2 emissions, Kawasaki City plans to revise its "Global Warming Countermeasure Area Promotion Plan," by which the city works jointly with citizens and businesses to determine the amount of emissions, develop numerical reduction targets, and develop effective measures. To make this plan more effective, the city also plans to pass the Local Ordinance for Countermeasures against Global Warming (tentative title), setting out rules to tackle global warming, and to revise the city's Basic Environment Plan in fiscal 2009.

Renewable Energy Policy

Under the CC Kawasaki strategy, the city is engaged in promoting photovoltaic (PV) power generation. In fiscal 2009, Kawasaki City is promoting large-scale solar power generation, expanding the scope of subsidies for installing residential PV power systems, and implementing a model project to introduce PV power systems. The city is also carrying out a grant project to promote the use of electric vehicles, and is using biodiesel fuel for city-operated buses on a trial basis.
